Pb Consortium Information
Lead metal and lead compounds are subject to the provisions of REACH and the International Lead AssociationEurope- in partnership with the European Lead Oxide Association and European Lead Stabiliser Association- is coordinating the lead industry’s response. The Consortium undertook the collective activities relating to registration under REACH of a number of lead substances (see below). The consortium is also involved in other aspects of REACH such as evaluation, authorisation and restriction.
What substances are covered?
A Consortium was formed for lead metal, 10 lead compounds covered by the voluntary lead risk assessment and lead chloride. Click here for a full list. Other complex substances generated as by-products from producing and transforming lead were also covered by the Consortium as intermediates. Click here for a full list
Who Should Join?
The consortium is open to any EU manufacturer or importer of substances covered by the Consortium. Users are also encouraged to participate in the work of the Consortium. There are currently around 100 manufacturers and importers in the Consortium.

Consortium Legal Agreement
A legal agreement sets out the scope of the Consortium’s activities and terms of membership. You can download the Consortium membership documents from this page.
What will membership cost?
The lead industry has already made a multi-million euro investment in the Voluntary Risk Assessment on Lead (VRAL) and this forms the basis of the registration dossiers developed by the Consortium. In addition the Consortium has invested over €3 million for work over the period 2008-2010. A budget of €1.2 million has been set for 2011 and the Consortium’s activities are expected to extend until 2018. Fees are per legal entity and more information can be downloaded from the Consortium Membership Documents on this page.
Letter of Access
The Consortium also offers a Letter of Access to allow non-Consortium members to refer to the Consortium’s joint registration files. Click here for more information.
